A fisherman who came to Nami no Kuni, Kaiza became known as the "Hero of the City" in which Tazuna, Inari and Tsunami lived. Kaiza also became a father figure for Inari, and taught him the principles of being a man. Accused of being a terrorist against the Gatō Corp., he was executed publicly by Gatō's men and under his orders. In the death of Kaiza, the source of the city's courage, so too died the bravery within the hearts of the people. It was from this point that Gatō's will truly dominated Nami no Kuni.
