Favouring war over peace, Danzō has, in the past, opposed the Sandaime Hokage. He created the, now disbanded, ANBU Traning Department known as 'Nu' (根, "Root") and acted as its head. Danzō is the person who recommended that Sai be placed in Team Kakashi. Despite Danzō's apparent support for the Hokage and Konoha, Tsunade doesn't trust him.
